BOARD OF EDUCATION DISTRICT #62
WEDNESDAY, DECEMBER 10, 2025 @ 6:30 P.M.

OPEN THE MEETING
Call the meeting to order at 6:30 p.m. Scribner-Snyder President Fischer presiding.
OPEN MEETINGS ACT
Notice of this meeting was properly published in a newspaper of general circulation by advance Public Notice with notice and advance agenda given to all members of the board prior to the meeting date. Scribner-Snyder personnel Kate Chrisman, Malia Nemecek and Sharon Meyer were in attendance.
The Pledge of Allegiance was recited.
ROLL CALL
A call of roll showed all members present: Janis Baker, Jake Brainard, Dyann Bradbury, Mike Fischer, Aaron Lange and Lisa Lawton.

INFORMATIONAL REPORTS
Board Members:
- New building update/moving office staff
Principal Report:
- Thank you to Mr. Poessnecker, students and staff who helped put on a wonderful concert.
- Shout out to Mrs. Leiwer and One Act students for a wonderful performance and Mrs. Drey and FCCLA students for providing the meal.
- Dean Jacobs was in the building working with the middle school students.
- PTA members had an ornament activity with elementary students
- Dec 12 – High School mentoring
- Dec 12 – High School Holiday Concert at 7:00 pm
- Winter benchmark testing will begin in the elementary and high school
- Dec 19 – Winter Break 1:30 dismissal
- Happy Holidays!
AD Report:
- One-Act has concluded their season. Congratulations to Aydia Ryun and Kaydin Ward for receiving superior acting awards.
- Wrestling season has begun
- Dec 13 – Robotics team competes at Creighton Prep
- Dec 30 & 31 – Holiday Tournament at Brownell-Talbot

ACTION ITEMS
APPROVAL OF THE CONSENT AGENDA
Brainard moved to approve the Consent Agenda as presented. This includes the approval of the agenda, November 12, 2025 Regular Meeting Minutes, November 12 Special Meeting Minutes, Treasurers Report (attachment 1), Financial Report (attachment 2), General Fund expenses (attachment 3) Special Building expenses (attachment 4) and placed them on file. Baker seconded and motion carried 6-yes.
PRESENTATION AND DISCUSSION – ALICAP AND EMC
Bradbury moved to approve the district’s participation in EMC Insurance program for the 2026-2027 coverage year, as presented in the proposal to the Board of Education. After discussion, Lange seconded and motion carried 6-yes.
DISCUSSION AND MOTION: PURCHASE OF 9-PASSENGER TRANSIT VANS
Brainard moved to approve the purchase of two 9-passenger Ford Transit vans as presented, at a total cost not to exceed $124,290, utilizing available district depreciation funds. Bradbury seconded and motion carried 6-yes.
DISCUSSION AND MOTION: DROP NEBA MEMBERSHIP
Brainard moved to approve the resolution to discontinue Scribner-Snyder Community Schools’ membership with the Nebraska Educational Building Association effective immediately (attachment 5). After discussion, Lawton seconded and motion carried 6-yes.
DISCUSSION AND MOTION: MID-YEAR POLICY UPDATES
Brainard moved to approve the update in Board Policies 3131 and 3132. Baker seconded and motion carried 6-yes.

- Auditor’s Report for Board review
- January Board Meeting – January 19th at 6:30 pm
- Review classified position given to Matt Gustafson
- Review legal recommendations given for board residency and vacancy
EXECUTIVE SESSION
MOTION TO ENTER EXECUTIVE SESSION
Brainard moved to enter executive session at 8:36 pm for legal review and the protection of the public interest. Lawton seconded and motion carried 6 yes.
MOTION TO RETURN TO REGULAR SESSION
Brainard moved to resume Regular Session at 8:57 pm. Bradbury seconded and motion carried 6-yes.
ACTION ITEMS CONTINUED
APPROVAL OF NEGOTIATED AGREEMENT FOR 2026-2027
MOTION TO ENTER EXECUTIVE SESSION
Bradbury moved to enter executive session at 8:57 pm for the purpose of strategy session with respect to collective bargaining and for the protection of the public interest. Lawton seconded and motion carried 6-yes.
MOTION TO RETURN TO REGULAR SESSION
Brainard moved to resume Regular Session at 9:12 pm. Baker seconded and motion carried 6-yes.
Lawton moved to approve the negotiated agreement between the District and the SSEA for 2026-2027 as presented, with a base salary increase of $1,000, setting the base salary at $44,000 and changing to 10 personal days for paid time off as presented. Baker seconded and motion carried 6-yes.

APPROVAL OF SUPERINTENDENT EVALUATION
MOTION TO ENTER EXECUTIVE SESSION
Lawton moved to enter executive session at 9:14 pm for the purpose of discussing Superintendent Evaluation and to prevent needless injury to the reputation of a person such person has not requested a public meeting; and for the protection of the public interest. Bradbury seconded and motion carried 6-yes.
MOTION TO RETURN TO REGULAR SESSION
Baker moved to resume Regular Session at 9:53 pm. Bradbury seconded and motion carried 6-yes.
Bradbury moved to approve the review and acceptance of the superintendent evaluation summary as presented. Baker seconded and motion carried 6-yes.
ADJOURNMENT
There being no further business on the agenda of this meeting, President Mike Fischer adjourned this meeting at 9:55 p.m.

The next regularly scheduled meeting of the Board of Education of District #62, Dodge County, will be Monday, January 19, 2026 at 6:30 p.m. in the Scribner-Snyder Band Room.
